‘Green’ Industrial Policy Challenges and Perspectives for Latin America in the Framework of the Global Energy Transition International Seminar | Rio de Janeiro, Brazil – 10-12 October 2024

The agenda of the seminar focuses on the challenges and perspectives of green industrial policy in the region. The dynamics of exchange and joint production of ideas will be based on a series of presentations by researchers and experts with concrete experience in this field in various Latin American countries.

The seminar will take place within a global and regional context of resurgent theoretical and political debates on development strategies in the framework of the energy transition, which conceive (re)industrialisation and state planning as essential public policy tools to overcome the historical blockages of peripheral capitalism.

In concrete terms, the seminar aims to produce a regional research agenda aimed at transcending the currently hegemonic production model in Latin America, contributing to the definition of criteria and guidelines for the design and implementation of policies aimed at expanding social development in harmony with ecological objectives and leading to higher levels of economic and technological sovereignty. The central themes of the seminar include, among others:

• Concrete experiences and best practices in promoting 'green’ industrial policy.
• Utilisation of tariffs and subsidies to support the creation and development of priority industries at national and regional levels.
• Reorientation of public investment in strategic sectors for the decarbonisation and diversification of the region's economies.
• Realignment of financing mechanisms and foreign direct investment (FDI) around green industrialisation.
• Strategies to advance structural transformation and regional integration in the framework of the global energy transition.

The international seminar is co-organised by three researchers:

• Dr. Daniel Chavez: Uruguayan anthropologist and political economist based in the Netherlands. Coordinator of the GreenPaths project at the Transnational Institute (TNI) (chavez@tni.org).
