The end of the Cold War in Europe held promise for a 'Peace Dividend' and a de-escalation of militarism not only in Europe but worldwide. The fall of the Berlin Wall however, did not bring an end to the Cold War in Korea and East Asia and today tension on the Korean Peninsula serves to fuel the arms race there. 'Up in Arms' identifies how the South Korean defence establishment, along with its US and European counterparts, namely France, the UK, Germany and the Netherlands have benefited from this arms race and argues for using the ASEM (Asia Europe Meeting) process as a negotiating platform for ending the Cold War in the Korean Peninsula.
